Persuasion is not only one-to-one. At scale, ordinary tactics interlock into environments — feeds, networks, information ecosystems — that shape what a population believes, notices, and feels able to say. Understanding the system rather than the individual message is what makes a citizen genuinely hard to engineer, and it is the capstone insight of the whole strand.
The running example is a recommendation feed: an algorithmic environment that, without any single coercive message, manufactures consensus and sorts identities at scale.

Coercion at scale is what happens when the individual moves interlock across a population. No single message is decisive; the system — repetition, network structure, and identity sorting — shapes belief and narrows what feels sayable. The running example is a recommendation feed: an algorithm that, with no coercive message anywhere in it, still manufactures the experience of consensus.
Repetition makes claims feel true and familiar simply through exposure; manufactured majorities trigger the bandwagon (bandwagon effect) and read as truth (consensus-as-truth); people overestimate how widely their side is shared (false-consensus assumption); and once identity is sorted, each faction reasons toward its own conclusion (motivated reasoning). Individually these are the tactics of earlier tiers. Interlocked and automated, they become an environment. A feed that optimizes for engagement will surface what provokes and confirms, repeat it, and cluster you with the like-minded — not by decree, but as the emergent result of a system doing its job.
In an information cascade, people copy earlier movers instead of judging independently, so a small nudge snowballs into apparent unanimity. At scale, this is not a plot requiring a planner; it emerges from ordinary incentives — engagement metrics, ad revenue, network effects — acting on ordinary psychology. That is what makes systemic coercion different in kind from a single persuader: often no one is at the wheel in the way a con artist is, yet the population is being steered all the same.
From within an engineered environment, the manufactured consensus simply looks like reality. The pressure isn't a visible hand pushing you; it's the medium you're swimming in — the water you can't see because you've never been dry. Your feed feels like "what's happening," not "what an engagement algorithm selected for you and ten million people like you." This is why systemic coercion resists the defenses that work on single messages: you can fact-check a claim, but you can't easily fact-check the selection of claims you were shown, or the ones you never were. The distortion is in the sampling of your reality, upstream of any particular belief.
Seeing it therefore requires stepping outside your own feed: comparing what different people are shown, seeking sources the system wouldn't surface, and asking about the incentives of whoever built the environment. The analytic question moves from the message to the medium — from "is this true?" to "what system decided which truths reach me, how often, and from whom?"
Change the unit of analysis. Stop evaluating only individual messages and start evaluating the environment that selects them: who designed it, what it optimizes for, what it systematically shows and hides, and who profits. A feeling of overwhelming consensus should trigger not agreement but a question about the system producing the feeling.
At scale, the environment persuades. Ask not only "is this claim true?" but "who designed the system that decides which claims I see?"

Open your feed. It feels like "what's happening" — the news, the takes, what everyone's talking about. But it isn't the world. It's a selection, made for you by an algorithm optimizing for your attention, out of millions of things it could have shown and chose not to. No single post in it is coercing you. And yet, scrolling it every day, you end up believing certain things are obvious, certain views are the majority, and certain people are the enemy — without anyone ever making that argument to you. That's coercion at scale, and it's the last and strangest thing in this whole strand.
Everything so far has mostly been one message at a time. The final step is seeing what happens when those tactics interlock across a whole population. No single thing convinces you — the system does, by shaping what you see, how often, and from whom.
Repeat a claim enough and it feels true, just from familiarity. Manufacture a majority and the bandwagon kicks in. Sort everyone into "us vs. them" and each side reasons only toward its own conclusion. Alone, each is a tactic from an earlier tier. Automated and interlocked — a feed that repeats what provokes, shows you the crowd agreeing, and clusters you with the like-minded — they stop being tactics and become an environment. And notice: the feed isn't doing this because a villain ordered it. It's doing it because it's built to hold your attention, and outrage and confirmation hold attention. The steering emerges from the incentives.
